

If you do plan to post in GL, the more changes you make (ie., don't use the RTP, customize the graphics and audio, offer something unique in terms of story and game play mechanics) the better chances you will have of getting "yes" votes, but even then they seem to be a hit and miss. If you're just trying to showcase the maker, you probably want to avoid posting it at GL there's a $100 submission fee for your first submission, so if you're not planning to sell the game or hope to get it approved for Steam, you'd be wasting your money.

RPG Maker games takes a long while and requires a lot of effort to get approved, considering their is a lot of negativity amongst the GL voters about using RM to make a game. Once approved and the game is finished, before getting it into Steam, they will then work with you on adding the achievments. Chances are slim that a free game will make it through GL, since Valve wants games that will generate them profit, although I believe a few free games have made it through before. More often than not, Valve approves the top 10 "yes" voted games, although this is not their only criteria. If it gets enough "yes" votes, then Valve takes a look at it.
